Fiscal Officer I

Position Summary:

This is an accounting position dealing with both Multi-Family Bond and Single-Family Bond accounts. It is the responsibility of this position to analyze and prepare the financial information for the area of responsibility.

An employee in this class performs accounting work of a varied nature including maintenance of accounting records, preparation and analysis of various financial reports. Supervisory controls exist in the form of the CFO/financial supervisor, but the employee functions in a proficient and independent manner in carrying out the accounting for his/her assigned area. Job complexity primarily deals with considerable analysis
and preparation of the financial data contained in the accounts. The scope and effect of this position derives from its impact on the accuracy and timeliness of the financial reports used by OCHFA and by outside agencies.

Personal contact includes staff from within and outside of the Authority and outside institutions such as trustees and auditors, to provide or obtain financial information and to resolve problems or issues. Work is generally performed in an office environment with no apparent hazards to the employee.


Position Description:

  • Design program reports in MS Access, Excel & MySQL and provide program reports to management.
  • Build databases and analytical spreadsheet applications using MS Access & Excel; as well as MySQL.
  • Generate reports for data coordination between all divisions - finance/ human resources/ program operations/ professional support.
  • Maintain MS Access databases and MS Excel spreadsheets.
  • Prepare analyses of divisional monthly bank statements and annual operating statements.
  • Review and analyze revenues and expenses to assure reasonableness of financial information.
  • Research any material discrepancy found in the financial statements.
  • Test reasonableness of revenues and expenses in the financial statements.
  • Ability to organize, analyze and interpret financial data to solve accounting problems.
  • Knowledge of or ability to acquire accounting principles and practices.
  • Knowledge of or ability to acquire office practices and procedures related to accounting.
  • Knowledge of or ability to acquire knowledge of governmental laws, rules and regulations governing accounting activities.
  • Ability to troubleshoot basic/ intermediate computer problems.
  • Perform other accounting duties, as assigned.
  • Other duties as assigned by the Chief Financial Officer and/or Deputy Executive Director.
  • Prepare analyses of monthly trustee statements on all bond issues.
  • Troubleshoot any errors found in the trustee statements as a result of the analyses.
  • Prepare the records and journal entries necessary to reflect accurately on the general ledger, with sufficient documentation to assure an audit trail.
  • Review and analyze all revenues and expenses to assure reasonableness.
  • Data-input all journalized activities into the computerized accounting system.
  • Research any discrepancy or problem, making the necessary correction in the general ledger, revenue or expense accounts.
  • Generate and review monthly transaction listings, as well as trial balances.
  • Generate and reivew monthly balance sheets and income statements and analyze for discrepancies.
  • Perform other accounting duties, as assigned.

    Financing Skillsets:
  • Knowledge of accounting principles and practices.
  • Knowledge of modern office practices and procedures related to accounting.
  • Knowledge of or ability to acquire knowledge of governmental laws, rules and regulations governing accounting activities at OCHFA.
  • Knowledge of financial software; spreadsheets, databases and accounting systems.
  • Ability to organize, analyze and interpret financial data to solve accounting problems.
  • Ability to communicate effectively, both orally and in writing.

  • Qualifications:

  • Graduated from an accredited college or university with a Bachelor’s Degree in Accounting or a combination of education.
  • Three (3) years of college education.
  • Knowledge of Bond Accounting is a plus.
  • ACCPAC for windows is a plus.

    Database Fiscal Specialist

    Position Summary:

    This is a position within the finance division, is a professional database accounting field, with an emphasis on database design & maintenance. The responsibility of this position is analyze, journal and prepare all financial statements for multiple divisions as to design, develop and maintain databases and spreadsheets and analyze and prepare various reports for the area of responsibility. Must have a high level of interpersonal skills to work with all levels of employees. Ability to learn quickly and multi-task; as well as the ability to work well on a team and independently.


    An employee in this class designs, builds and maintains a databases for all departmental divisions; as well as performs financial analysis for all bond financing programs - maintenance of financial records, and analysis of various annual operating financial statements. Supervisory controls exist in the form of the Chief Financial Officer, but the employee functions in a proficient and independent manner in carrying out the financial analysis and database management for his/her assigned area. Job complexity primarily deals with analysis of specific operating financial statements and preparation of reports, as well as in the design, development and implementation of program reports in MS Access, MS Excel and MySQL

    The person hired for this position should have hands on, proficient experience and knowledge of software programs; such as MS Access, MS Excel, Macro building and MySQL.

  • Graduated from an accredited college or university with a Bachelor’s Degree in Accounting, plus 2 year of industry related experience; or
  • Graduated from an accredited college or university with a Bachelor’s Degree in Information Systems Technology, 1 year of industry related experience; or
  • Combination of education (above) and related experience, with at least two (2) years of college education.
